Chief of Defence Staff General Anil Chauhan highlighted India's approach to peace and war preparedness, as he delivered a strong speech at inaugural Tri-Services Seminar ‘Ran Samwad-2025’ at the Army War College in Mhow. India is a peace-loving nation, but cannot be pacifists, he said in his address.
“India has been the land of Gautam Buddha, Mahavir Jain, and Mahatma Gandhi - all champions of non-violence… India has always stood on the side of peace but don't mistake, we cannot be pacifists,” said CDS General Anil Chauhan.
I think peace without power is utopian. I like to state a Latin quote which translates, 'if you want peace, prepare for war'..." he said.
Recalling Operation Sindoor conducted by the Army after a terrror attack in Pahalgam, he said, “Operation Sindoor was a model conflict from which we learnt a number of lessons, and most of them are under implementation. Some have been implemented. The operation is still on."
He also spoke on India's changing perspective of war and its preparedness. “How do we perceive victory is changing… In today’s warfare, the matrix of victory has changed. Effects of long-range precision strikes, display of sophistication in all domains and superior narrative are important,” said General Anil Chauhan addressing Ran Samvad-2025. He also said that a combination of military strategy and warriors is essential to win, mentioning the Mahabharata and the Gita as the best examples.
Chauhan highlighted India's need to focus on war research and self-reliance. He said that serious research is needed on all dimensions of war connected to leadership, motivation, and technology. India needs to be 'atmanirbhar' in ideas and practice, he added.
CDS Chauhan shed light on DRDO's recent integrated system programme combining QRSAM, VSHORADS and 5-kilowatt lasers. "We'll have to look at multi-domain ISR, integration of ground, air, maritime, undersea, space, sensors, all becoming a key necessity and integrating them. A colossal amount of integration will be required, as multiple fields will need to be networked to provide a very fused picture to us," he said.
Emphasizing on importance of data and research, he added, "Colossal amounts of data will be needed to be analysed for information in real-time response. Use of artificial intelligence, advanced computation, data analytics, big data, LLM, and quantum technologies will be essential." He believes that DRDO will carry out this programme at a minimal and affordable cost.
He said, "War is the broader state of armed conflict. Warfare refers to the specific methods, tactics, and strategies used to conduct a war."
In his speech at Ram Samvad 2025, he also mentioned India's Sudarshan Chakra, India's own Iron Dome or Golden Dome. "I think the aim is to develop a system to protect India's strategic, civilian and nationally important sites, and it will act both as a shield as well as a sword. It will entail the development of robust infrastructure and processes for the detection, acquisition, and neutralisation of the enemy's air vectors, including the use of soft skills and hard skills, both kinetic and direct energy weapons..." he said.
